Who are the guards

A private security guard is an employee of a private security company (PSC) or organization (PSO), which was created to provide security services and has a license for security activities. The activities of security companies are regulated by federal legislation, and the duties of security officers at the post are regulated by local regulations of the organization.

The activities of workers to protect premises and property are regulated by:

  • Federal Law “On private detective and security activities in the Russian Federation” No. 2487-I dated March 11, 1992;
  • Government Decree No. 587 of 08/14/1992;
  • by order of the Ministry of Health and Social Development No. 199 of April 17, 2009;
  • by order of the Russian Guard No. 228 of June 28, 2019.

Types of services that determine the responsibilities of the private limited company:

  • safety and protection of life and health of citizens;
  • protection of stationary facilities or private property;
  • protection of property and people during transportation;
  • security of facilities and installation and maintenance of technical security equipment;
  • prompt response to received signal information from protected objects;
  • ensuring the safety of public events;
  • organizing and maintaining access control at facilities;
  • consulting activities on issues of lawful protection against attacks on private property or security.

The security guards themselves have professional training, which is confirmed during the qualification exam. Based on the results, a private security guard certificate is issued indicating the level of qualifications required for admission to work. Based on the certificate, an agreement is concluded with the private security company for the provision of services. Basic requirements for issuing a certificate:

  • age - at least 18 years;
  • complete secondary education;
  • availability of a certificate of professional retraining and assigned rank;
  • availability of a medical certificate 0-46.1 and the absence of medical contraindications for this type of activity;
  • no criminal convictions.

Separately about medical contraindications. They are listed in Government Decree No. 300 of May 19, 2007 and do not allow the performance of the duties of a private security guard:

  • long-term and chronic mental disorders with persistent severe or often painful, often exacerbating manifestations;
  • mental and behavioral disorders associated with the use of psychoactive substances;
  • corrected visual acuity below 0.5 in one eye and 0.2 in the other;
  • or 0.7 in one eye with no vision in the other.

  • control the movement of inventory items;
  • monitor the performance of alarm devices, report their activation to the immediate supervisor, the duty officer of the police department or fire department;
  • inspect employees and visitors of the enterprise;
  • accept premises under protection from responsible persons, turn on alarm equipment;
  • establish the reasons for the alarm, take measures to apprehend violators/extinguish the fire;
  • detain persons suspected of illegal movement of material assets or commission of offenses;
  • close the checkpoint when an alarm is triggered, stop the movement of people and vehicles through it;
  • prevent offenses at the entrusted facility within the framework of current legislation;
  • use special means when performing official duties;
  • check the compliance of the accompanying documentation with the qualitative and quantitative composition of the cargo;
  • accept and hand over security objects with the corresponding entries in the reporting documentation;
  • inform the head of the organization and the police department on duty about detection of signs of hacking and theft of goods and materials;
  • keep a log of visits to the enterprise;
  • enter data into information databases about the brands of vehicles and their license plates, as well as the time of their arrival/departure from the territory of the enterprise and accompanying documentation for cargo.

At the same time, the security guard has the right to:

  • putting forward proposals to management related to the work of the enterprise;
  • reporting to immediate management information about identified shortcomings in the organization’s activities and sending proposals for their elimination;
  • interaction with employees of the organization’s departments on work issues;
  • obtaining information necessary to perform job duties;
  • signing documents within one’s own competence;
  • obtaining information about the decisions of the enterprise management regarding the activities of the security department;
  • refusal to perform official duties in the event of a danger to life or health;
  • sending proposals to management to improve their own work and the activities of the enterprise.

The security guard’s responsibilities are prescribed in a separate paragraph of the instruction, including for:

  • violation of internal labor regulations, labor discipline requirements, safety and fire protection standards;
  • violation of business communication norms;
  • improper performance of official duties;
  • quality of reporting documentation;
  • unlawful handling of personal data and disclosure of confidential information;
  • unauthorized representation of the interests of the organization by management;
  • causing damage to the organization, employees, contractors;
  • consequences of independently made decisions;
  • violation of the provisions of the enterprise's management documentation;

Categories of security guards

Bit depth (categories) was introduced in 2009 by two departmental regulations. They were intended to regulate professional activities and the responsibility of private security companies to hire professional security guards. One of them is Order No. 199 of the Russian Ministry of Health and Social Development dated April 17, 2009, which is currently in force. In addition, changes to the Unified Tariff and Qualification Directory of Works and Professions (Issue No. 1) introduced the profession of “security guard” and qualification requirements for licensing.

These basic regulatory documents introduced the following categories of private security guards and the amount of training in hours required to perform the duties of a security guard at an enterprise:

At the moment, the only professional standard for security guards in the Russian Federation is 12.003 “Worker for ensuring the security of educational organizations,” approved by Order of the Ministry of Labor of Russia No. 1010n dated December 11, 2015, which determined the list of labor functions and qualification requirements. The purpose of this type of professional activity is to provide security services for educational organizations using personnel and equipment to prevent crime on the territory and premises of educational organizations.

In the summer of 2020, the Ministry of Labor and Social Protection presented for professional discussion a draft professional standard “Employee in the field of private security activities.” The draft was published on the federal portal of draft regulatory legal acts. It was developed together with industry associations and plans to introduce new professional categories:

  • B: “Ensuring the protection of property, protection of life and health of protected persons”;
  • C: “Coordination of the actions of security guards at the site”;
  • D: “Provision of security services in emergency and crisis situations”;
  • E: “Monitoring the organization of security of objects”;
  • G: “Providing private security activities”;
  • H: “Informing customers on issues of lawful protection from unlawful attacks”;
  • I: “Management of a private security organization.”

Responsibilities of security guards at public events

Any mass event as an object of protection is quite specific. Security is ensured by a group of specialists. Their responsibilities may vary significantly. These differences are due to the characteristics of the control zones. Some security guards can ensure the safety of event participants and VIP guests. Their attention will be focused on preventing unwanted contacts of protected persons with outsiders, control of individual premises, areas of the territory (if we are talking about an open area).

Security guards of the private security company, carrying out scattered monitoring, monitor potentially dangerous situations, locally prevent and suppress possible offenses, and in the event of an emergency, control the movement of the crowd. Employees involved at the checkpoint check tickets, invitations, documents of visitors, and prevent the bringing of prohibited items into the territory.

Qualification requirements

After completion of training in the relevant program, it is necessary to confirm qualifications. Candidates take a qualifying exam for the rank. It is accepted by an examination commission specially created at the territorial Department of the Ministry of Internal Affairs. Based on the results, a qualification of the corresponding category is assigned. The course graduate receives a certificate signed by the chairman of the qualification commission.

IMPORTANT!

There are features of professional retraining of employees of the Ministry of Internal Affairs. Former law enforcement officers with specialized education and work experience are trained in accelerated courses. The assigned category is 6. They are allowed to perform full functionality, which is the responsibility of a security guard, using all types of weapons and special means provided for by law.

What is a security guard prohibited from doing?

This is a required section of any job description. Unlike the “Responsibilities” section, the “Prohibited” section is very similar for everyone. Basic prohibitions:

  • allow unauthorized persons into the territory of the protected facility;
  • leave the post without the permission of the shift supervisor;
  • independently change the duty schedule;
  • be on duty during non-working hours;
  • violate the established dress code;
  • entrust the security of the facility to other persons, even for a short time;
  • hand over keys to protected premises to unauthorized persons;
  • read, smoke in the office premises, be distracted from duty;
  • allow unauthorized persons to be at the post and in the office premises;
  • accept and transfer to anyone any items, packages, packages, etc.;
  • provide unauthorized persons with any information about the situation at the facility;
  • disclose information about the procedure for storing valuables and collecting IPT;
  • provide information about the employees of the security organization and the “Customer”, their addresses and telephone numbers;

  • use detective methods;

  • move fire equipment or use it for other purposes;
  • while on duty, consume alcoholic beverages and drugs, and arrive on duty with obvious signs of their use.
  • carry out actions within the competence of police officers (detention (except for cases under Article 12 of the Emergency Department), delivery, inspection, search).

Rights

Within the framework of their powers, private security company employees have the right to:

  • make proposals for improving working conditions, ways to eliminate identified violations within his competence;
  • be aware of all orders, regulations, regulations directly related to his work and the work of the security department (PSD);
  • request replacement of outdated or worn-out equipment, instruments, and machinery;
  • interact with employees of other structural divisions on current problems and issues;
  • make independent decisions, sign documents within their competence;
  • demand from management the creation and provision of normal working conditions;
  • refuse to perform their job duties and leave the workplace if a threat to health or life arises.

Specifics of areas of activity

The main task that private security guards solve is ensuring the security of objects. But the implementation of core functions may involve performing different actions and implementing many activities. The specifics of activities at specific sites largely determine the differences in the job responsibilities of private security officers. They will differ, for example, between a bodyguard and an employee of a stationary or mobile post, a checkpoint duty officer, or a State Bureau of Investigation officer.

The list of job responsibilities of private security company specialists may vary not only depending on the type of protected object or the format of the event whose security is to be ensured. Objective factors are important, including the current crime situation in the area, the complexity of the route for transporting the accompanying cargo, the status of a protected person, etc.

The security guard is responsible:
