The purpose of creating this commission is that in any organization there are electrical installations, as well as devices that consume electricity, and workers can only be admitted if they are trained and have acquired the skills. In order to have no doubt that employees have learned everything correctly, an appropriate knowledge testing commission is created.

This is a requirement of regulations and regulatory documents. This is taken into account during inspections by supervisory authorities.

Why do we need a commission on electrical safety at an enterprise?
The commission is created to test the knowledge of personnel in servicing installations that consume electricity, including electrical and electrical engineering personnel.

Certification can be either planned or unscheduled. It is possible that a third-party organization may be involved to test knowledge, but it is necessary to pay for this and enter into contracts.

Why is an internal group created?

Previously, managers of industrial organizations used the services of training centers. Such institutions carried out remote testing of the theoretical literacy of each employee and remotely determined the degree of qualification.

But experience has shown that the quality of such a service does not meet the expected level.

As a result, teams of experts working directly with regular staff were involved in the process. Now this is one of the main tools for certifying personnel on the technical operation of electrical installations.

Its task is to verify the competence of representatives of the electrical and electrotechnological industries.

During control activities, examiners identify the level of awareness of subjects, guided by current government documents.

Based on the results of the inspection, specialists assign electrical safety groups to employees, issuing them certificates in accordance with the approved regulations.

Creation of a commission on electrical safety at the enterprise in 2020.

Electrical safety is constantly undergoing dynamic changes, but this is all done to obtain positive results. Technical means and industrial equipment are constantly being modernized, and therefore innovations are being introduced.

Innovations in legislative acts suggest that certification of all personnel whose activities involve electric current is required. It is carried out after hiring employees, and after that there will be re-certification every five years.

To ensure that the certification does not extend over a long period, regulations establish shorter deadlines - within a month after being hired, the organization’s management is obliged to organize training.

How to correctly create an order to create a commission

In any case, each specialist included in the commission must be mentioned in the relevant order of the head.

The period of activity of a particular commission is determined by the tasks that it faces and are regulated at the disposal of the head of the organization. Practice shows that, as a rule, this period does not exceed one month. After this period, the commission is obliged to provide the director of the company or a person authorized to act on his behalf with the results of its work.

As a rule, the direct drafting of orders at enterprises is the responsibility of one of the “low-level” employees who has certain skills in creating this type of paperwork. Usually this:

  1. lawyer;
  2. secretary of the organization.
  3. personnel officer;

But, regardless of who is responsible for this task, the document must be signed by the director of the company, since without his signature it will not acquire legal force.

Regulations

Permission to work on electrical equipment is the main purpose of certification. Work on complex installations is intended for those who have undergone appropriate training, knowledge testing and acquired skills.

Upon successful completion of the tests, a document is issued based on Order of the Ministry of Labor No. 328 (07/24/2013).

Differences between certificates depending on responsibilities and powers:

  1. For employees involved in commissioning and commissioning of equipment, maintenance and repair, the frequency of knowledge testing is one year.
  2. For employees who have the right to issue permits to perform hazardous work, the certification frequency is one year.
  3. For administrative and technical personnel - 3 years

New regulations were adopted this year:

  • Order No. 74 of the Ministry of Labor (02/19/2016);
  • the law on industrial safety was amended as amended by Federal Law -271 dated July 29, 2019;
  • The main changes are planned to be outlined in the Federal Law No. 35 of March 26, 2003.

Changes and additions are aimed at covering as much as possible the personnel performing functions during the operation and operation of power equipment.

Formation at the enterprise according to the new rules 2019

Official bodies establish clear rules that determine the procedure for creating an internal commission.

Thus, current legislative conditions require the selection of a chairman with the highest level of qualifications in electrical safety:

  • fourth - if electrical installations have a voltage of up to 1000 V;
  • fifth - if the electrical equipment has indicators of more than 1000 V.

Most often, a specialist responsible for maintaining electrical facilities is appointed to this position.

The remaining members are subject to less stringent requirements: they can have any electrical safety group - the main thing is the fact of its existence.

In addition, examiners must be certified by Rostekhnadzor.

If there is a shortage of such personnel in the state, the chairman with two assistants who have been officially trained by Rostekhnadzor can personally test the knowledge of potential participants in the electrical safety commission.

This exception allows you to comply with government regulations without interrupting production processes.

How many people should there be - minimum number

The required number of involved persons is determined by the paragraph of the Rules for the Technical Operation of Consumer Electrical Installations (PTEEP).

According to the regulations, in order to control the information awareness of electrical and non-electrotechnical personnel, the management of an industrial organization is obliged to appoint five or more people to the internal commission.

At the same time, several qualification commissions can operate at the same time at the enterprise.

The law allows the employer to create them in all departments at once, appointing at least 5 members in each.

Thus, the maximum number of responsible specialists on the commission in production conditions is not limited in any way.

Compound

The expert group must include:

  • chairman (employee who is responsible for electrical equipment);
  • deputy chairman (usually the deputy responsible for the safety of servicing electrical installations);
  • 3rd member (most often a labor protection engineer);
  • 4th member (ordinary specialist);
  • 5th member (ordinary specialist).

Each of them must have advanced training certificates and a corresponding electrical safety category (not lower than the group assigned to the personnel being examined).

At the same time, at least three persons can be present during the knowledge test, including the chairman of the commission himself or his deputy.

This composition is reviewed once a year and approved by the head of the enterprise. Participants are appointed by name, indicating their position, which is reflected in the current order on the creation of an electrical safety commission.

Representatives of the commission are elected at the discretion of management - there are no strict requirements for professional level and official duties performed. The only exception is the chairman, who must personally manage the electrical facilities.

Sample creation order

The gathering of a team of expert examiners is preceded by the drawing up of an appropriate order. The mechanism for creating a commission involves filling out official documentation in the legally established form.

Having an approved sample form greatly simplifies this process.

According to state standards, the order to create a commission must indicate:

  • full name of the enterprise/company;
  • type and registration number of the document;
  • current day, month, year;
  • an extract from the current law, which is the motive for issuing the order;
  • a list of all participants indicating personal information;
  • signature and full name of the director of the organization.

Responsibilities of Members

Appointed specialists determine the level of competence of the personnel.

Such activities are carried out on a strictly individual basis:

  • Examiners compose a list of questions for each employee, focusing on his experience, qualifications and position. The scope of information is established by current state standards.
  • The commission personally checks the level of knowledge on electrical safety. In this case, the chairman (or deputy chairman) and two other officials must be present. The rest are at the discretion of management.
  • If the employees successfully pass the exam, they are assigned the appropriate electrical safety group and issued a new certificate. It is also possible to add a mark of certification to the old document.
  • The results are displayed in a protocol, which is certified by signatures of all members of the electrical safety qualification commission.

Specialists have the right to award groups from the second to the fifth inclusive.

The specific category depends on the position of the persons being inspected who are on the electrical/electrical engineering staff. This provision is regulated in Order of the Ministry of Labor of Russia No. 328n.

In addition, representatives of the commission are guided by a number of other documents:

  • Labor Code of the Russian Federation;
  • Resolution of the Ministry of Education No. 1/29 (general issues on labor protection);
  • Order of the Ministry of Energy No. 6 (technical rules for working with electrical installations).

Qualification requirements for commission members

In order to make examinations and decisions on personnel certification, the following requirements are imposed on the chairman:

  1. If the enterprise operates power plants with a voltage of more than 1000 V, then the chairman must have group 5. If up to 1000 V, then 4 is sufficient. As a rule, this can be the person responsible for electrical equipment. It is worth noting that the chairman must have a higher clearance group, a certified employee.
  2. AK members must undergo training and certification at Rostechnadzor. There are some deviations from the rules: the chairman and at least two members of the AC can be trained in this organization, and the rest directly at the enterprise itself.

List of nuances regarding certification:

  1. If the organization is large enough, then such commissions can be created in each division. This is convenient so that you can train employees on the job. The central commission of the enterprise certifies the members of the joint stock company.
  2. Representatives from government bodies have the right to be present during the knowledge test.
  3. If the company employs a small number of employees, then the exams can be taken at Rostechnadzor.
  4. The commission assigns electrical safety groups from 1 to 5.
  5. A special time is designated for organizing certification.

Frequency of testing knowledge on electrical safety
The composition of the electrical safety commission and its work is determined according to the following algorithm:

  • The date and other parameters of the inspection are formalized by written order for the enterprise.
  • The composition of this commission should not be less than 5 people.
  • An employee with electrical safety group V is appointed as its chairman if the enterprise operates installations using voltages above 1,000 V. Otherwise (equipment with voltages below this level), group IV is acceptable.
  • The qualifications of other commission members are not regulated. However, it does not include employees without an electrical safety group. If there is a shortage of certified specialists, an operational examination will be organized. Its implementation is possible if at least three people (including the chairman) were checked and assigned a group by authorized bodies of state supervisory services.
  • If personnel verification is carried out in departments of the enterprise, then the members of the relevant commissions must be certified by its central verification commission. In such cases, the composition can be reduced to 3 people, as required by law.
  • The exclusive competence of state commissions includes knowledge tests in small enterprises, where there are too few workers.
  • It is allowed to create state commissions that operate permanently or according to an established time schedule on the basis of courses, institutes, and other educational institutions. Their composition and other characteristics are approved by a written order of the head of the territorial state supervisory organization.
  • At enterprises and specialized institutions, each person’s knowledge is tested individually. The amount of information is determined in accordance with the position held and the corresponding responsibilities of the employee, taking into account current standards.
  • Based on the exam results, a person is assigned a certain group of electrical safety knowledge. He is given a new ID, or a note is made in the existing document. This fact is recorded in writing. It is entered into a special journal and signed by all members of the verification commission.

Separately, it is worth noting the details that relate to the use of modern knowledge control tools. To speed up verification processes and eliminate errors due to the “human factor”, computer-software systems are used. Their use is advisable in large enterprises and specialized training centers.

Computer technologies for teaching and monitoring knowledge

Such techniques can be used for repeated and regular testing of personnel knowledge. Primary – performed only using the standard rules described above.

In any case, it is necessary to assemble an electrical safety commission, the results of which are recorded in a journal.

Each person has the right to appeal the assessment, which is made automatically by an electronic software complex. In this case, knowledge is additionally checked by members of the inspection commission.

In accordance with the requirements, the basis for organizing a knowledge test of rules and regulations is the submission of an application to send an employee for a knowledge test to the sectoral territorial commission of the Rostechnadzor body.

The application is submitted to the address of the territorial body of Rostechnadzor in a way that allows you to establish the date and fact of sending and receiving documents.

The following documents must be submitted along with the application:

  • for employees working at energy facilities (energy supplying organizations), - an extract from the logbook for testing knowledge of the rules of work in electrical installations (Appendix 5 of the Rules for labor protection during the operation of electrical installations, approved by Order of the Ministry of Labor of Russia dated July 24, 2013 No. 328n (hereinafter referred to as the Rules)) , and a protocol for testing knowledge of the rules of operation in electrical installations (Appendix 4 of the Rules);

Extracts must be certified by the organization that issued the above documents.

If, before testing their knowledge, employees have undergone pre-examination training at a training center according to programs agreed upon with Rostechnadzor authorities, then they must have a document confirming completion of pre-examination training.

If pre-exam preparation was carried out independently according to programs developed by the organization, then supporting documents are not required (clause 1.4.9 of the Rules for the technical operation of consumer electrical installations, approved by order of the Ministry of Energy of Russia dated January 13, 2003).

Additionally, we inform you that in accordance with paragraph 30 of the Regulations, the person being tested is allowed to conduct a knowledge test only upon presentation of a passport or other identification document and a certificate of knowledge testing of work norms and rules.

Does an extraordinary knowledge test conducted in accordance with clause 1.4.23 of the Rules for the Technical Operation of Consumer Electrical Installations cancel the next knowledge test? From what date will you need to count down until the next regular knowledge test?

An extraordinary test of knowledge of the rules of operation in electrical installations, carried out in accordance with clause 1.4.23 of the Rules for the technical operation of consumer electrical installations, does not cancel the regular test of knowledge. Is the enterprise required to organize employee training in preparation for the next test of knowledge of regulatory and technical documents in connection with the assignment of an electrical safety group. The employee is an electrical operational and repair personnel with the 5th group in electrical safety, having a higher electrical engineering education.

Answer: On the merits of the questions raised in the appeal, which fall within the competence of the Rostechnadzor department, we explain the following.

If the employee is the electrical technical personnel of an enterprise, organization and institution (hereinafter referred to as the organization), regardless of the form of ownership and departmental affiliation, carrying out the design, operation, repair, adjustment, testing, organization and control of the operation of equipment, buildings and structures that are part of the electric power production , as well as those performing other types of work in the conditions of an operating electric power facility, then the organization is subject to.

In accordance with clause 8.9 of the Rules for Working with Personnel: “Before the next (extraordinary) test of employees’ knowledge, pre-examination preparation (seminars, lectures, consultations and other training events) must be carried out in accordance with the programs approved by the head of the organization. Training can be carried out in specialized educational institutions (training centers, advanced training institutes) or in organizations at the place of work.”

In accordance with clause 8.16 of the Rules for working with personnel: “Pre-exam training programs, questions for testing knowledge are approved by the chairman of the commission and are agreed upon with the state supervision and control bodies involved in testing knowledge.”

The pre-examination training program must specify the minimum requirements for personnel knowledge in accordance with Appendix 1 to the Labor Safety Rules during the operation of electrical installations, approved by Order of the Ministry of Labor of Russia dated July 24, 2013 N 328n. Also, by decision of the head of the organization, the requirements for personnel regarding electrical safety given in the table can be supplemented.

In the event that the Rules for working with personnel do not apply to the organization (enterprise) and there is no order or order from the manager to work according to them, then the personnel can prepare to pass the next (extraordinary) knowledge test independently according to the current regulatory and technical documents.

ANSWER: The procedure for testing knowledge for the electrical safety clearance group for electrical personnel, as well as the requirements for the person being examined, is regulated by the following regulations:

  • Rules for technical operation of consumer electrical installations, approved. by order of the Ministry of Energy of Russia dated January 13, 2003 N 6 (hereinafter referred to as PTEEP);
  • Order of the Ministry of Fuel and Energy of the Russian Federation dated February 19, 2000 N 49 “On approval of the Rules for working with personnel in electric power industry organizations of the Russian Federation” (hereinafter Order 49);

According to paragraphs. 1.4.5, 1.4.19, 1.4.28, 1.4.30, 1.4.31, 1.4.34 PTEEP, mandatory forms of work are carried out with electrical personnel, including a knowledge test for the electrical safety clearance group.

In the Commission of the Federal Service for Environmental, Technological and Nuclear Supervision, knowledge is tested by:

  • members of the organization’s commission for testing knowledge for the electrical safety clearance group,
  • employees of organizations whose numbers do not allow the formation of knowledge testing commissions.

Clause 1.4.37 of the PTEEP states that the scope of testing knowledge of norms and rules is determined taking into account the job responsibilities and the nature of the employee’s production activities in the relevant position (profession), as well as the requirements of those regulatory documents, the enforcement and compliance of which is part of his job responsibilities.

Appendix No. 1 to POTEE establishes requirements for knowledge of electrical installation diagrams and equipment of the serviced area.

Clause 10 of the Regulations, clause 8.16 of Order 49 sets requirements for passing pre-exam preparation, which, together with questions for testing knowledge, is agreed upon with the Federal Service for Environmental, Technological and Nuclear Supervision.

In connection with the above, electrical personnel who have completed the necessary forms of work with personnel prescribed in clause 1.4.5 of PTEEP, pre-examination training for the relevant position (profession), taking into account the electrical installations being serviced, as well as job responsibilities, are allowed to test knowledge for the electrical safety admission group.

The electrical safety clearance group assigned to the relevant position (profession) does not apply to the maintenance of other electrical installations that are not part of the job duties.

In connection with the reorganization of the internal structure of the enterprise, the names of sections and positions of employees of the electrical laboratory have changed. Is there a need for an extraordinary knowledge test and replacement of certificates in Rostechnadzor bodies?

According to clause 1.4.23 of the Rules for the technical operation of electrical installations of consumers, approved by order of the Ministry of Energy of Russia dated January 13, 2003 No. 6 (registered by the Ministry of Justice of Russia on January 22, 2003, No. 4145), an extraordinary knowledge test is carried out regardless of the period of the previous test upon appointment or transfer to another job , if new responsibilities require additional knowledge of rules and regulations.

If the job title and work area are changed without changing the functional responsibilities and electrical installations being operated, it is not necessary to undergo an extraordinary knowledge test.

In this case, it is necessary to contact the appropriate commission of the territorial body of Rostechnadzor or the organization where the workers underwent the last knowledge test to re-register the knowledge test log (protocol) and certificates on testing knowledge of the rules of work in electrical installations, indicating new names. The application must indicate the basis and reason for the re-registration, attaching copies of documents confirming information about the last inspection.

Should a newly hired specialist undergo an extraordinary test of knowledge on electrical safety if previously in his organization he was a member of a permanent commission with the right of administrative and technical personnel? Can we use it with the previous check in our MPC?

Answer: In accordance with the requirement of clause 1.4.23. Rules for the technical operation of consumer electrical installations, approved by order of the Ministry of Energy of the Russian Federation dated January 13, 2003 No. 6, registered by the Ministry of Justice of Russia dated January 22, 2003 No. 4145 (hereinafter referred to as the Rules), an extraordinary knowledge test is carried out regardless of the date of the previous test:

  • when new or revised rules and regulations come into effect for the Consumer;
  • when installing new equipment, reconstructing or changing the main electrical and technological circuits (the need for an extraordinary check in this case is determined by the technical manager);
  • upon appointment or transfer to another job, if new responsibilities require additional knowledge of rules and regulations;
  • in case of violation by employees of the requirements of regulations on labor protection;
  • at the request of state supervisory authorities;
  • according to the conclusion of commissions investigating accidents with people or disruptions in the operation of an energy facility;
  • when increasing knowledge to a higher group;
  • when testing knowledge after receiving an unsatisfactory grade;
  • if there is a break in work in this position for more than 6 months.

In accordance with the requirement of clause 1.4.29. Rules, it is allowed not to conduct, in agreement with the state energy supervision authorities, a knowledge test of a specialist hired part-time in order to assign him the duties of a person responsible for electrical equipment, while simultaneously meeting the following conditions:

  • if no more than 6 months have passed since the knowledge test in the state energy supervision commission as administrative and technical personnel in the main work;
  • the energy intensity of electrical installations, their complexity in a part-time organization is no higher than at the place of main work;
  • The organization part-time does not have electrical installations with voltages above 1000 V.

Clause 1.4.8 of the Rules for the technical operation of consumer electrical installations, approved by order of the Ministry of Energy of Russia dated January 13, 2003 No. 6 (hereinafter referred to as the Rules), stipulates that electrical personnel, before being assigned to independent work or when transferring to another job (position) related to the operation of electrical installations , as well as during a break in work as electrical personnel for more than 1 year, he is required to undergo an internship (on-the-job training) at the workplace.

The internship is carried out under the guidance of a responsible training employee and is carried out according to programs developed for each position (workplace) and approved in the prescribed manner. The duration of the internship should be from 2 to 14 shifts (clause 1.4.11 of the Rules).

In this case, standard programs may be used indicating information about the internship of a specific employee.

Should certification of specialists from among electrical and non-electrical personnel be preceded by pre-certification training, and can training be carried out not in educational institutions, but in self-training mode?

Answer: The Rostechnadzor Office reviewed the appeal dated 03/01/2018 No. 25/33-og and explains that in order to obtain an extract from the journal for testing knowledge of work in electrical installations, a person who has successfully passed the knowledge test must contact the Rostechnadzor Office with an application “On providing an extract from the journal accounting for knowledge testing." The application must indicate the date of the knowledge test, contact information for communication and additional information.

Question:

Is an extraordinary test of knowledge of administrative and technical personnel on electrical safety required when bringing the constituent documents of a closed joint stock company (CJSC) into compliance with the requirements of Chapter 4 of the Civil Code of the Russian Federation, i.e. when changing the name of a closed joint stock company to a joint stock company (JSC)?

Answer: Specialists from the State Energy Supervision Department of Rostechnadzor answered this question.

In accordance with the requirements of clause 1.4.23 of the Rules for the Technical Operation of Consumer Electrical Installations (hereinafter referred to as PTEEP), approved by Order of the Ministry of Energy of Russia dated January 13, 2003 No. 6, an extraordinary knowledge test is carried out regardless of the date of the previous test: when the Consumer puts into operation new or revised rules and regulations.

A change in the organizational and legal form of an organization is not a basis for conducting an extraordinary test of knowledge of administrative and technical personnel. In this case, it is necessary to reissue the certificates and log books (protocols) for testing knowledge of the rules of work in electrical installations in the commission where the knowledge test was carried out.

The department received a request for clarification of regulatory requirements in the electricity sector.

Answer: In accordance with , electrical technological personnel of production workshops and areas that are not part of the Consumer's energy service, operating electrical technological installations and having an electrical safety group of II and higher, are equal in their rights and responsibilities to electrical personnel. Testing employees' knowledge is divided into primary and periodic (regular and extraordinary). The initial knowledge test is carried out for workers who first entered a job related to the maintenance of electrical installations, or when there is a break in testing knowledge for more than 3 years (clause 1.4.19. PTEEP). When appointed or transferred to another job, an extraordinary knowledge test is carried out regardless of the period of the previous test (clause 1.4.23. PTEEP).

According to , the results of testing knowledge on labor protection in electric power industry organizations are documented in a protocol for testing knowledge of the rules of work in electrical installations, the form of which is provided for in Appendix No. 4 to the Rules, and are taken into account in the logbook for testing knowledge of the rules of working in electrical installations, the form of which is provided for in Appendix No. 5 to the Rules.

The results of testing knowledge on labor protection for organizations purchasing electrical energy for their own household and production needs are recorded in the logbook for testing knowledge of the rules of work in electrical installations, the form of which is provided for in Appendix No. 6 to the Rules.

If your organization is not a consumer of electric energy and carries out work exclusively at electric power enterprises in the conditions of existing electric power facilities, it is more advisable for personnel in their work to be guided by the requirements of the Rules for the Technical Operation of Electric Power Plants and Networks of the Russian Federation, approved by Order of the Ministry of Energy of Russia dated June 19, 2003 No. 229 , as well as the Rules for working with personnel in electric power organizations of the Russian Federation, approved by order of the Ministry of Fuel and Energy of Russia dated February 19, 2000 No. 49.

In this case, the results of the knowledge test are documented in a knowledge test protocol, the form of which is provided for in Appendix No. 4 to the Rules, and are taken into account in the log book, the form of which is provided for in Appendix No. 5 to the Rules.

Please note that according to clause 1.2. Rules for working with personnel in electric power industry organizations of the Russian Federation, these Rules are a guiding document for the personnel of enterprises, organizations and institutions, regardless of their form of ownership and departmental affiliation, carrying out the design, operation, repair, adjustment, testing, organization and control of the operation of equipment, buildings and structures , being part of electric power production, as well as performing other types of work in the conditions of an existing electric power facility. The application of these rules in the organization must be determined by order or regulation.

Clause 39.1 of the Labor Safety Rules during the operation of electrical installations states that only workers who have undergone special training and testing of knowledge and requirements contained in this subsection are allowed to test electrical equipment by a commission that includes equipment testing specialists with group V - in electrical installations with voltages above 1000 V and group IV - in electrical installations with voltages up to 1000 V.

Special training for testing electrical equipment is understood as training an employee for a position in an electrical laboratory to carry out these tests, in accordance with clause 1.4.5.3 of the Rules for the operation of consumer electrical installations with on-the-job training (in an existing electrical laboratory).

Testing knowledge in a newly organized laboratory, where it is not possible to include your own equipment testing specialist in the commission; such a specialist can be invited from an existing electrical laboratory, since there are no restrictions on this in the regulatory and technical documents.
