Reporting in forms 6.1, 6.2, 6.3 by order of the Ministry of Natural Resources of Russia No. 30 dated 02/06/2008

Regardless of the form of ownership of the enterprise and its affiliation, the legislation provides for certain documentation, the maintenance of which is mandatory. These include military registration, the maintenance of which is the responsibility of all companies operating in our country.

According to the Procedure for maintaining military records, an integral part of it is the preparation of forms of various types, each of which has its own approved procedure for filling out and method of submission to regulatory authorities. In 2020, implementation standards, as well as reporting forms, remained unchanged compared to the previous year.

Form 6

The obligation to compile registration data of those liable for military service arose for each organization on the basis of Federal Law No. 53. The legislative act obliges each company to begin activities to maintain a registered license from the moment of its registration.

And also, the rules for maintaining the Unified State Register of Legal Entities, which operate on the basis of Resolution No. 438 of the Government of the Russian Federation, establish that the body registering the company is obliged to transfer data about the newly created legal entity to certain authorities within the prescribed time limits. The list of these structural bodies also includes the commissariat of territorial subordination.

In turn, the military registration and enlistment office, having received information about a newly registered enterprise, automatically registers it. From this moment on, the company administration has an obligation to maintain relevant documentation and provide timely reporting.

According to the law, companies that have assumed the responsibilities of employers have the following obligations to the military registration and enlistment office:

  • Account for your employees according to office work instructions.
  • Provide timely information about all changes occurring in personnel matters.
  • Transmit data on the current state of personal accounting matters.

Personnel officers of companies have different views on the complexity of reporting to the commissariat. For some, it does not raise questions, but there are times when an employee is faced with a difficulty in how to fill out the form, which can only be resolved with the help of the law.

Each HR inspector, when performing his duties, must be guided by the following standards:

  • Federal Law No. 61 “On Defense”, namely, Article 8.
  • Federal Law No. 31 – Article 9 “On mobilization”.
  • Regulations on military registration at the enterprise.

In accordance with these standards, the chief and the personnel officer are responsible for carrying out work on interaction with the commissariat. According to the regulations, it is the personnel officer who is appointed responsible for such work, but in large enterprises a separate responsible person can be identified who will deal only with HR issues.

Each organization maintains a military records file.

The procedure for determining responsible persons is as follows:

  • For a number of employees of up to 500 people (members of military service) – 1 employee (usually a part-time personnel officer).
  • If there are from 501 to 2000 persons liable for military service, one specialist is appointed.
  • Over 2000 persons – two authorized persons.

The assignment of duties occurs by order. The direct work of the appointed person is to compile F6 for the district military registration and enlistment office. Form 6 for the military registration and enlistment office is called “Report on the number of working and reserved citizens in reserve.”

The procedure for filling out F6 for military registration

The employee appointed by the order is obliged to comply with the deadlines for submitting reports and the rules for filling out the required forms. A responsible citizen must remember that the deadline for filing F6 is annually until December 31. The data provided in this form must be current as of January 1 of the year following the reporting year.

There is administrative liability for failure to provide reports. The degree of punishment depends on the offense committed. Violations include:

Civil liability of military personnel

  • Providing false information.
  • Violation of reporting deadlines.
  • Making a mistake.

In addition to these violations, employers are responsible for failure to notify subordinates about their summons to the military registration and enlistment office or failure by the employee to provide documents necessary for military registration. The penalties are regulated by the Code of Administrative Offences, according to which the imposed fine varies from 300 to 1000 rubles.

In order to avoid committing unlawful acts in the performance of their duties, the authorized person and manager, in addition to studying the standards, it is better to contact and receive sample forms, for example - filling out form 6 and step-by-step instructions on how to fill them out correctly, free of charge.

Recommendations for filling out reports in forms 6.1-6.3

All fields in the downloaded forms are filled in. If the data is missing, the report must indicate for what reasons the user cannot provide information to the second bank.

If you fill out a report according to Form 6.1, then you need to enter information in the following columns:

  1. For a watercourse, if a stream, river or spring is used;
  2. For a reservoir, if a pond or reservoir is used.

Report on Form 6.2 for grassed areas that are covered with grass and other vegetation. The form need not be completed or submitted if the shoreline is not in use. However, you must indicate in the cover letter the reason for not submitting the report.

Part of the coastal territory in relation to which observations are carried out may be built up with buildings or paved with asphalt. In this case, the area of such buildings is measured, which is noted in the explanations.

An example of calculating the coordinates of the corner points of the water protection zone and the corner points of the water area.
An example of calculating the coordinates of the corner points of the water protection zone and the corner points of the water area.

For reference! To quickly measure the area of vegetation that is located in the water protection zone, it is not necessary to walk around with a ruler on the ground. You can open an object on a Yandex map and set its area without leaving the office.

The report in Form 6.3 must be completed. It includes information on the results of inspections of the regime of use of water protection facilities. If they were not carried out, you need to indicate this fact in the last column.

Covering letters must be prepared for each report. Information is entered based on observations carried out in the summer, which are carried out at least 2 times a year. It is believed that this is enough to collect the necessary information about the object.

Such studies are called hydrological surveys. It is recommended to carry them out the first time in May-June, and the second time in September.

Military registration form 18

Form 18 is also an integral part of military registration at an enterprise. The form was introduced in 2015 and is still in effect today. There was no information about modifications this year.

  • F18 displays data about persons working at the enterprise and included in the reserve. Companies, according to the profile of accounting in the organization, are divided into two types:
  • companies with a person appointed responsible for conducting military registration;
  • an authorized person who has the competence to reserve jobs for citizens in reserve.

Universities, when compiling Form 18, are required to indicate, at the same time as employees, the data of undergraduate and graduate students.

The frequency of submitting the form to the district military registration and enlistment office is once every two years. According to the rules, it must be submitted by December 31 of the current year. The information recorded in the form must contain data that is current as of January 1 of the following year.

Where, in what time frame and by whom is the P-4 form provided?

Report P-4 is submitted by legal entities - commercial and non-profit organizations, regardless of the type of activity and form of ownership (with the exception of small businesses).

Respondents submitting this type of reporting are divided into two groups. The defining signs of division are the average headcount indicator over the last two years of activity and the volume of annual turnover during this period.

The reporting deadlines for respondents are set depending on their membership in a particular group:

  • respondents who during 2018-2019 the average number of employees did not exceed 15 people, including part-time workers and employees under GPC contracts, and annual turnover figures did not exceed 800 million rubles, form P-4 (statistics) is submitted quarterly - before the 15th day of the month after the reporting period;
  • in other cases, as well as by companies with mining licenses and legal entities registered (reorganized) in the current or last year, the report is submitted monthly - before the 15th day of the month following the reporting one.

The report is submitted to Rosstat authorities, according to the territorial affiliation of the respondent. Business entities with “separate divisions” separately form and submit information at the place of registration of the head and separate divisions.

Filling out form 18 for military registration

The algorithm for entering information into cards can be found in Appendix No. 2 of the Ministry of Culture letter No. 344-01-39-VA.

F18 must be filled out on double-sided A4 sheet; Excel documents are accepted. Among the nuances that should not be neglected when preparing reports, the following examples can be noted:

  • Clause 4 specifies the last date of registration (re-registration) of the certificate of entry into the Unified State Register of Legal Entities. The full name of the tax authority that issued the document, the series and number of this certificate are required.
  • Clause 10 does not take into account part-time employees. In this case, in subclause 10.1 the sum of the values according to paragraphs is indicated. "a" and pp. "b". The number of employees reflected in paragraphs. “b” of this paragraph, having a category of fitness for military service for health reasons “B”, are shown separately in paragraphs. "V".
  • Clause 10.4 indicates the total number of males aged from 18 to 27 years (only citizens of the Russian Federation) who are required to be registered with the military and are not in the reserves. In paragraph 10.1, these citizens should not be taken into account.
  • Clauses 10.5, 12, 15 are intended to be filled out by organizations authorized to make reservations for citizens.

Common mistakes and related questions

Mistake #1

If sick leave benefits are accrued in one reporting period and paid in another, it must be reflected in the 6NDFL report in the quarter in which the payment occurred. Reflecting such payment in the accrual period would be an error.

An individual entrepreneur combines activities on UTII and simplified tax system. Accordingly, it is registered with the tax office at the place of business in relation to UTII and at the place of registration in relation to the simplified tax system. Where should the 6NDFL report be submitted in such a situation?

Let's start with the fact that an entrepreneur who combines special modes must keep records of income in a special way - separately for each activity. In addition, the report is completed for each OKTMO code. In this regard, for activities falling under UTII, the tax is paid to the inspectorate at the place of registration of such activity, and the calculation is submitted there. Regarding the simplification, the tax must be paid to the inspectorate at the place of registration of the entrepreneur himself (registration address) and 6NDFL sent to the same inspectorate.

In conclusion, it is worth saying that the 6NDFL report is a young form of reporting. It allows you to reflect in general figures the entire amount of accrued income to the company’s employees and the amount of tax that was paid to the budget. Before starting to compile a report, it is necessary to study the so-called “material parts”. This is not difficult to do; now on the Internet there is a lot of information and explanations about this, so you can easily fill in some gaps in knowledge. In general, you need to be extremely careful and everything will work out.

Organization registration card for the military registration and enlistment office

The legislation provides for two types of military registration for legal entities: simple and with the possibility of booking jobs, that is, F18 must necessarily contain this information.

When registering an enterprise, the F18 registration card is initially filled out and submitted to the district military registration and enlistment office and the specialized reservation committee. The deadline for submitting primary information is two weeks from the date of state registration and entry of data into the Unified State Register of Legal Entities.

Then, at intervals of two years, F18 is filled out by making changes to the primary information (if any). New information must not contradict information already transmitted. Upon initial submission of F18 to the reservation commission, a registration entry is made in a special journal with the assignment of an individual number. This assigned code is stamped on all forms submitted subsequently.

How to fill out the report cover page

We begin filling out the report form from the title page. Here is general information about the organization.

  • We begin filling out the first sheet by filling out the TIN and KPP fields, which are given to us when registering a company. If the form is submitted to a separate department, then its checkpoint is placed.
  • The page number consists of 3 characters, that is, we put 001 on the title page.
  • The next block of information is filled in with data about the adjustment (if the report is submitted for the first time, put 000), the period of compilation (this is a two-digit code reflecting the number of the reporting quarter for filing the report), the tax period, that is, the year for which the report is prepared.
  • This is followed by the code of the tax office, where the form and location of the organization, presented in the form of a code, is provided.
  • Next, you should enter the full name of the company and its OKTMO. We fill in all empty cells with dashes.
  • On the same page we show the contact phone number.
  • Well, the last block of information is who provides the form - the manager himself or a trusted representative. If this is an intermediary, then you need to write down that he is acting by proxy.

The job of a military registration desk employee is to regularly collect data, check its authenticity and transfer it to the military commissariat office.

Data reconciliation is carried out annually. In addition, the commissariat has the right to request the necessary information unscheduled.

All this analytical work is often associated with reading data or, conversely, entering it into the appropriate document.

For a conscript who has been registered for the first time, but has not yet experienced army life, the main document that determines his status in the field of military service is his registration certificate. Its presence is proven by the very fact of registration. A citizen who is in the reserve has a military ID. Both of these documents are included in the VU documents.

Why do you need a receipt?

When registering an employee in the VUS department, an authorized employee may request one of the personal documents. The employee does not have the right to refuse to provide the required documents, since otherwise he will simply not be accepted. The transfer of documents in the presence of a citizen should not be recorded in any way, since they are returned back after the necessary data has been verified.

In some cases, a military service employee is obliged to collect all military tickets and transfer them to the military registration and enlistment office, then the law provides for the preparation of a receipt. Many people cannot understand why it is needed.

A military ID has the same degree of importance as a passport. Naturally, its loss is punishable by a fine and causes unnecessary trouble in obtaining a new one. In addition, the data must be confidential, that is, it must not be disclosed. By drawing up a receipt for receipt, the employee assumes full responsibility for the safety of the document.

How to write it

Since the receipt for the receipt of documents, which is issued by the responsible officer who resolves issues of military registration of citizens, establishes the highest degree of responsibility, its text cannot be arbitrary.

In prescribing the functionality of the VUS and the methods of maintaining the VU, it is said that the receipt must be drawn up in the prescribed form. An example of this is given in Appendix 14.

Employers can download the forms and keep them for when needed.

The form consists of two sheets - the actual receipt and its spine. The receipt has a number, therefore, is recorded in the accounting journal. It contains all the information about the citizen who transferred the military ID.

The purposes for transferring documents are indicated in the corresponding line. The expiration date of this receipt must be set. All fields must be completed.

They do not require additional description, since the information is entered explicitly.

  • Last name, first name and patronymic of the citizen.
  • His military rank is assigned in accordance with the entry in the military ID.
  • Military specialty in the form of a code.
  • Details of the submitted document and its name.
  • Purpose of the transfer.

The detached spine, which is the second part of the drawn up agreement, seems to prove the fact that the citizen received a receipt for accepting a military ID. Information must be entered in the form in which the sample form contains it. This sample should be on every accounting desk.

The verified information is recorded by the signature of those who received the relevant documents. The process itself looks sequential. The citizen gives the military ID to the military service employee and receives a receipt. After carrying out the necessary procedures, the military ID is returned to the owner, which the latter must endorse with his signature on the counterfoil. The spine itself is filed in a special folder and stored in the department.

Organizations, regardless of their form of ownership, must keep military records of their employees (Clause 6, Clause 1, Article 8 of Federal Law No. 61-FZ of May 31, 1996).

The purpose of military registration is to ensure in peacetime full and high-quality staffing of the Armed Forces of the Russian Federation, other troops, military formations and bodies, and during periods of mobilization, martial law and wartime, also to meet the needs for human resources of state authorities, local governments and organizations ( P.
