Who submits the report
Only those enterprises that are included in the statistical sample of Rosstat are required to submit a report. The Federal State Statistics Service has the right to include in the sample for submission of a report any organization that meets the necessary criteria.
In this case, the field of activity of the enterprise does not matter. However, there are exceptions. The sample does not include small businesses. Public organizations and enterprises whose field of activity include:
- ensuring military security;
- public administration;
- finance;
- insurance.
When a legal entity is included in the sample for filling out Form 57-T, Rosstat sends a request to provide a report to the legal address of the enterprise.
If for some reason the notification did not reach the addressee, check whether you need to submit this form on the special Rosstat service.
To check, indicate the organization’s INN, OGRN or OKPO, and the system will show what reports are expected from you in the current period.

Who to report to and when?
The report form states who must submit report 57-T in 2019. These are only legal entities and separate divisions of legal entities that Rosstat will select. Specific lists of “lucky” employers are posted on the department’s website. All organizations included in the sample who submit Form 57-T in 2020 are notified by letters, but sometimes they do not arrive and you need to independently check the lists of respondents.
At the legislative level, a list of organizations has been defined that will not need the new salary report form 57-T (they report according to different rules). This is about:
- public sector institutions;
- organizations providing military security;
- insurers;
- financial and credit structures;
- legal entities related to small businesses;
- public organizations.
How to find out who is submitting report 57-T in 2020? Check whether your organization is included in the statistical selection on the official website. We advise you to regularly check the approved lists, as officials make additions to the list of organizations at any time. Large fines are provided for failure to provide statistical data.
Let us remind you that the new reporting form 57-T is prepared once every 2 years. Based on the results of October 2020, the report is submitted no later than November 29.
When to submit form 57-T
In 2020, the report is submitted in the form approved by Rosstat Order No. 204 of July 15, 2020. In this form, enter data only for October 2020, and submit the report by the end of November 2019. In each new reporting period, the month for which information must be submitted may change.
Rosstat obliges enterprises to fill out such a report every two years. Each reporting period, a new sample of enterprises is formed, so those organizations that do not need to submit a report in 2020 will need to check in 2021 whether the enterprise is included in the statistical sample.
For failure to submit a report, the company may receive a fine of 20 to 70 thousand rubles (Article 13.19 of the Code of Administrative Offenses of the Russian Federation).
When to submit a report
This report is submitted once every two years, but information is not submitted for two years, but is provided only for one single month - October 2020. The report must be submitted by November 30, 2020.
The report can be submitted either in paper form or electronically.
We also note that reports must be submitted at the actual location of the enterprise, even if its legal address is completely different.
As a rule, those responsible for submitting the report are appointed by the manager and this is most often an accountant or personnel officer.
How to fill out form 57-T
The report form is the same as the 2020 form, with the exception of one small change: it does not contain the “primary vocational education” column. An experienced accountant or manager who has already encountered filling out a form will easily enter the data.
The report form in Form 57-T consists of a title page and 2 sections. The first section concerns the number of employees, and the second - their salaries. When entering data in Section I, check with another statistical form - No. P-4, if you took it. These data must match exactly.

Where to submit the report
The organization must submit the completed form to the territorial office of Rosstat at its location. If the report is submitted by a separate division, then - at the location of this division.
Please note: if the company does not carry out activities at the place of its registration, the report is submitted at the place where it actually carries out activities.
Organizations of education, healthcare and companies providing social services that provide a summary report in Form No. P-4 and are included in the selection must independently select several organizations from their total number in the summary report. How to do this is described in paragraph 3 of the Instructions for filling out the form.
Section I
Section I provides general information on the number of employees of the enterprise (branch) and the amount of their wages for the reporting month (in 2020 - for October).
In Column 3 of Table 1, indicate the average number of employees excluding external part-time workers and non-scheduled employees. Enter data for the entire organization (separate branch).
There are two tables in the section. In Table 1, column 3, indicate the average number of employees of each gender.
In column 4, indicate the accrued wages for the reporting period.
Table 2 should show the total number of employees on the list, including seasonal and temporary employees, who worked all days of the month at full time. Here you need to indicate the number of employees in each category: managers, specialists, workers, other employees.
To correctly distribute employees into categories, study the data from the All-Russian Classifier of Professions, Employee Positions and Tariff Grades (OKPDTR).
Composition of the report and instructions for filling it out
Form T-57 consists of a title page of the standard type for statistical reporting and two main sections:
- The first is devoted to generalized data on the number of employees (including by category) and their earnings. It also provides reference information about the number of people who should be included in the sample.
- The second contains detailed information related to employees selected using a special method. Such data is provided without indicating the full name of the person included in the sample.
The information entered into the first section is divided into two tables:
- In the first, with a general value and breakdown by men and women, information is given on the average number of employees (without external part-time workers and other persons not on the payroll) and the salary accrued to them. The number also does not take into account those on maternity leave, adoption of a newborn, child care, leave without pay granted in connection with training or admission to an educational institution. But it includes people working part-time, based on the proportion of hours actually worked by them in the full time of work for the month. Information on headcount is given in whole numbers, and on earnings - in thousands of rubles with one decimal place. The general values must coincide with similar data included in the statistical report for the same period in Form P-4.
- The second table, filled in based on data from only those employees on the payroll who worked in full for the month, reflects information on the number of employees broken down by personnel category. This breakdown is made in accordance with the classifier of professions and positions (OKPDTR). Based on the data in this table, a selection is made of those individuals whose information will be included in the second section of the report.
To carry out the sampling (it is formed in the sequence of managers - specialists - other employees - workers), a list of persons who have worked for a full month is compiled. Each person on this list is assigned a serial number. The number of such numbers must correspond to the total number of persons reflected in the second table of the first section.

The number of persons selected for the study is determined according to Table 3 of the first section, depending on the number of employees who worked in full for a month. The quotient of dividing the number of employees who worked a full month by the number of persons whose data should be included in the sample will give the value of the interval for selecting people from the list. The starting point of selection is determined by any of the methods that allow a random selection to be made within the initial part of this list corresponding to the selection interval.
If, due to the insignificance of the number of one of the categories of personnel, none of it was included in the sample, then one or two people from this category are added to the selected persons, since the instructions for filling out the T-57 form require data on all available categories.
New reporting form
By Order of Rosstat No. 430 dated June 26, 2017, a new report 57-T “Information on wages of employees by profession and position” was approved. The form is assigned a form code according to OKUD - 0606007.
Who will be directly affected by report 57-T, who submits the new form of statistical observation, is decided by the statistical authorities. Official lists of “lucky” employers are posted on the Rosstat website. Additionally, all organizations included in the sample are notified by letter. You only need to submit the form once every two years. The deadline is November 30.
Organizations that are completely exempt from submitting the new 57-T report at the legislative level:
- Public sector management institutions.
- Military security organizations.
- Companies operating in the insurance industry.
- Financial and credit organizations.
- Small businesses.
- Public organizations.

Moreover, it is believed that due to its high power, good trajectory flatness and some other features, this cartridge is optimal for use in submachine guns.
In general, in terms of its characteristics, the cartridge, oddly enough, is close to modern pistol ammunition 5.7x28 and 4.6x30 mm: it also has good (for a pistol cartridge) accuracy and armor-piercing power, but a weak stopping effect.
