The form for drawing up the plan is approved in the Methodological Recommendations for maintaining military records in Appendix No. 17. It is a table. It reflects all the activities that must be completed during the year. Based on this application, data on accepted and dismissed military personnel is transmitted.
So, the table consists of the following columns:

This table is approved and signed by the head responsible for maintaining military records and the head of the personnel service.
Basic rules for maintaining military records
Personnel officers need to know the basic legal acts in accordance with which work on maintaining military records is carried out:
— Federal Law of March 28, 1998 No. 53-FZ “On Military Duty and Military Service”; — Decree of the Government of the Russian Federation of November 27, 2006 No. 719 “On approval of the Regulations on military registration”; — Methodological recommendations for maintaining military records in organizations of the General Staff of the Armed Forces of the Russian Federation dated July 11, 2017.

Military registration: work plan for the year
The first section of the table is intended for entering data on accepted and dismissed military personnel. The lines are filled out at the time of hiring based on the documents provided: military ID cards, certificates, etc. Also, based on the information in them, personal cards are filled out. The second section of the table is intended for keeping records of citizens who are in reserve. It includes the following items:
- Selection of cards for employees who are in the reserves and have the right to a deferment from conscription in wartime and upon mobilization - such actions must be carried out by a personnel employee constantly.
- Registration of deferments from conscription in wartime and during the period of mobilization - within 10 days after the expiration of the probationary period.
- Cancellation of deferments from conscription for military service - within 15 days from the date of the decision.
- Placing special marks on the cards of employees who are registered with special military personnel - such actions are performed constantly.
- Verification of military service deferment certificates with personal card credentials - the person responsible for maintaining military records must conduct a check every quarter.
- Checking the completion of the accounting book of special forms. accounting - every quarter.
- Sending spoiled or canceled certificates to military commissariats every quarter.
- Clarification of the action plan for issuing certificates of deferment from conscription for military service is carried out once every six months.

The third section of the table is “Reporting”. It contains a clause on the preparation of a report in Form 6. It is submitted before January 1 of each year. It indicates the provision of labor resources. Also in this section, data on the withdrawal of cards of armored citizens and those who are deregistered due to illness or upon reaching a certain age is filled out.
The fourth section is “Other events”. It contains information about military personnel. For example, changes in the health status of citizens in reserve. Who is subject to initial military registration?
In 2020, conscripts and those liable for military service are subject to military registration. Conscripts include citizens aged 18 to 27 years who are not in the reserves or have not served in the army.
Every young man must be initially registered with the military registration and enlistment office upon reaching the age of 17. Subpoenas are served through educational institutions. Rules for registration and deregistration
Registration for special military registration and reservation of those liable for military service is carried out by a commission consisting of competent representatives of regulatory organizations:
- the chairman of the commission, who is the head of the district or city commissariat;

- psychologist.

What documents to check for new employees
When hiring a new employee, the employer needs to check the presence of a mark in the passport regarding military duty (page 13 of the passport) and military registration documents. Military registration in organizations: what has changed since 11/08/2019
As of November 8, 2020, a new version of the Regulations on Military Registration is in effect. Among other things, the procedure for maintaining military records with the employer has been clarified, and it has also been determined how this work is organized.
Organization of military registration work for the employer
Management of military registration work in an organization rests with its head. He is personally responsible for military registration. At the same time, the manager may assign the responsibility for maintaining military records to the employees of the organization <*>.
Let us recall that in an organization for maintaining military records, i.e. To conduct military registration work and reserve those liable for military service, a unit is created or an employee is appointed (hereinafter referred to as the military registration employee). At the same time, as before, the number of employees according to military registration is determined based on the number of employees of the organization who are registered with the military. For example, if there are from 500 to 2,500 employees of an organization on military registration, one military registration employee is appointed <*>.

If there are less than 500 registered military personnel, the responsibilities for conducting military registration work may be assigned to one of the organization’s employees, for example a personnel officer.
The procedure for organizing military registration work has been determined , which, as a rule, is used by employers. Thus, the head of the organization <*>:
— issues an order on the organization of military registration work. Such an order appoints persons responsible for military registration work (military registration workers), as well as persons replacing them for a period of temporary absence (for example, during a business trip, vacation), determines the procedure for ensuring their activities, etc. A copy of the order is sent to the military registration and enlistment office;
— approves the job descriptions of employees for military registration. They establish the job duties and rights of employees in military registration, as well as responsibilities. It should be noted that the military registration employee is responsible for the direct organization and maintenance of military registration, and also bears personal responsibility for military registration in the organization.
It is stipulated that during the period of temporary absence of an employee for military registration, for example during vacation, illness, his functions are performed by a person replacing him. In this case, the documents necessary for maintaining military records are transferred to such a person, as before, according to the act. But only after verification by a special commission. We note that before changes were made to the Regulations on Military Registration, the organization of work on maintaining military registration was carried out in accordance with clauses 117 and 118 of the Instructions on Military Registration.
Thus, part 3 of paragraph 117 of the Instructions on Military Registration establishes that the appointment, relocation and dismissal of military registration workers must be coordinated with the military commissar of the district. For these purposes, in practice, the employer, as a rule, sent a letter to the military registration and enlistment office with a copy of the relevant order (extract from it) attached. In the new edition of the Regulations on Military Registration there are no rules on coordination. Resolution of the Council of Ministers No. 742, which set out the Regulations on Military Registration in the new edition, has greater legal force in relation to Resolution of the Ministry of Defense No. 21, which approved the Instructions on Military Registration. In this regard, we believe that from November 8, 2019, it is not necessary to go through the approval procedure with the military registration and enlistment office when appointing a military registration employee. In our opinion, it is enough for the employer to send a copy of the order to the military registration and enlistment office, i.e. notify about the appointment of an employee for military registration <*>. There is no need to wait for a response from the military registration and enlistment office regarding the approval of his candidacy. At the same time, we recommend that employers clarify the issue of the need to approve the appointment of an employee for military registration in the relevant military registration and enlistment office.
Responsibilities of military registration workers
The list of responsibilities assigned to military registration workers has been revised
— some duties from the new edition of the Regulations on Military Registration are excluded in order to avoid duplication with the norms of Art. 9 of the Law on Military Duty. And the text of the document itself includes a reference to this norm, meaning that military registration workers must, among other things:
notify workers of a call to the military registration and enlistment office or state security agency at their request;
notify military registration and enlistment offices (KGB departments by region) about the hiring (dismissal) of conscripts and those liable for military service;
within the same period, send to the specified authorities the information that is necessary for entering into military registration documents;
— a one-month period for written notification of military registration and enlistment offices and regional KGB departments about changes relating to marital status, family composition, level of basic education, position (specialty) and place of residence of citizens. Previously, this had to be reported within a week . In addition, the list of data, changes of which must be notified to military registration and enlistment offices (KGB departments by region), has been expanded. They also include information about changes in full name, state of health, etc.;
— an obligation has been established to check the authenticity of conscripts’ identification cards (military cards) when registering for military service. And if you find unspecified corrections, inaccuracies, forgeries, or missing sheets, report this to the military registration and enlistment offices and regional KGB departments. Part 2, paragraph 126 of the Instructions on Military Registration deals only with military ID cards. It is indicated that if corrections, inaccuracies, etc. are discovered. the employer must send the owner of such a document to the military registration and enlistment office to clarify the data. From November 8, 2019, if this situation arises, the military registration worker should be guided by the norms of the new edition of the Regulations on Military Registration;
— the obligation to issue a receipt when accepting a conscript’s certificate . Moreover, in Part 3 of Art. 126 of the Instructions on Military Registration, such an obligation is established only in relation to a military ID accepted by the employer. Thus, from November 8, 2019, a receipt must be issued upon acceptance of both a military ID and a conscript’s certificate.
Note! For violation of military registration obligations, the military registration employee becomes administratively liable <*>.
Personal military registration cards
As before, organizations carry out personal primary military registration using personal cards . Let us recall that the legislation contains the approved form of a personal military registration card <*>.
At the same time, filling out personal cards for all conscripts and those liable for military service is recognized as one of the duties of the person responsible for military registration in the organization, i.e. manager or military registration officer <*>.
The obligation to compile a card index from personal cards . Let us note that the need to maintain a card index was provided for even before changes were made to the Regulations on Military Registration <*>.
The procedure for handling removed from the card index of employees who have been removed or excluded from military registration has been determined. Such cards are stored separately until the next reconciliation with the credentials of the military registration and enlistment office (KGB department for the region). Who in the organization draws up a work plan for the implementation of military registration

You can find out from your municipal authority whether you need to make a reservation. Military identification cards will help determine the need for mobilization training. If they do not contain mobilization instructions, preparation is not needed.
Not all employers are required to conduct reservations and mobilization preparations.
Mobilization preparation
Mobilization preparation activities are not planned if not a single employee has a mobilization order. This can be determined by checking the military ID cards of employees.
Booking
Employees who are subject to reservation have a deferment when mobilization is announced. It is up to the municipal authority to decide whether the company fulfills its booking obligations.
For example, in Moscow there is a security and mobilization training service in the district government at the employer’s location. To find out its status, the company provides there: a charter, an information letter about OKVED codes, an order for the appointment of a director, an registration card for the organization in form No. 18. After this, the administration issues a certificate indicating whether the company needs to reserve employees. The organization provides this certificate to the military registration and enlistment office. Without it, the work plan will not be accepted.
