From May 1, 2020, the minimum wage in Russia is 11,163 rubles. This is the second increase in the minimum wage this year. The first increase took place on January 1, 2020.

Amount 11163 rub. - this is the size of the all-Russian minimum wage established by Federal Law dated March 7, 2018 No. 41-FZ. In different regions of Russia, the minimum wage may differ from the federal average. There are two reasons for this:

  1. The minimum wage increases by the regional coefficient if it is established in a constituent entity of Russia,
  2. Regional authorities can set their own minimum wage, which is valid only on the territory of their constituent entity of the Russian Federation.

Regional minimum wages are set taking into account a number of rules:

  • The minimum wage must take into account the socio-economic and weather-climatic conditions of the region,
  • As a rule, it takes into account both the regional coefficient and the northern surcharges in force in the constituent entity of the Russian Federation,
  • The minimum wage is established by a tripartite agreement, which takes into account the opinions of not only local officials, but also the community of employers and trade union bodies,
  • The main rule is that the regional minimum wage cannot be less than the federal one. If the regional minimum wage is less than the national minimum wage or is not established at all, then the federal minimum wage is in force in the subject.

Since the minimum wage changed twice this year, not all regions managed to renew trilateral agreements. In the Republic of Tatarstan, the regional minimum wage is established by a tripartite agreement dated January 18, 2020 No. 876-s.

In January, two minimum wages were established:

  • For budget employees, the minimum wage is determined by Law 82-FZ of June 19, 2000. That is, for state employees there is a federal minimum wage,
  • For employees of private companies, the minimum wage was set at 10,126 rubles.

From May 1, 2020, the minimum wage in Tatarstan is 11,163 rubles. for all employers, both in the budgetary and non-budgetary spheres.

This amount is final and cannot be increased, since regional coefficients in the Republic of Tatarstan were abolished back in 1992 (Resolution of the Cabinet of Ministers of the Republic of Tatarstan dated June 17, 1992 No. 362).

Forecast minimum wage indicators for the current year

Despite the difficult situation that is befalling the Russian economy, there is currently no talk of any difficulties, delays in social payments or a reduction in their volume. The situation is controlled by the government and no crisis trends are observed.

There is also no need to expect a revision of the minimum wage in the direction of an increase, so, with a high degree of probability, it can be stated that the size of the minimum payments will remain at the same level, established on January 1. The next revision of the amount of payments will occur no earlier than at the beginning of 2021, but in what direction it will be changed - only time will tell.

Minimum wage by region

The minimum wage is the minimum amount that an employer can pay an employee for a fully worked month. Provided that the specified amount of work has been completed. But the employee receives less in person, because the employer withholds personal income tax from the salary and other accruals.

Example

The employee's salary for May 2020 is 11,163 rubles. If an employee does not have children, his personal income tax will be 1,451 rubles. (11163*13%). The employee will receive 9,712 rubles from the cash register. (11163 – 1451).

Workers with children are in a more advantageous position. After all, they are entitled to receive a standard tax deduction. The total amount of deductions depends on the number of children. Thus, an employee with one child receives a monthly deduction in the amount of 1,400 rubles, for two children the deduction will be 2,800 rubles, and for three – 5,800 rubles.

It is easy to calculate that the greater the employee’s “children’s” deduction, the less the amount of personal income tax that the employer will withhold.

Example

The employee's salary for May 2020 is 11,163 rubles. The employee receives the standard deduction for one child. Personal income tax amounted to 1269 rubles. ([11163-1400]*13%). The employee will receive 9,894 rubles from the cash register. (11163 – 1269).

If an employee has two children under the age of 18, then the personal income tax will be 1,087 rubles. ([11163-2800]*13%). The employee will receive 10,076 rubles from the cash register. (11163 – 1087).

An employee with three children will pay personal income tax in the amount of 697 rubles. ([11163-5800]*13%). The employee will receive 10,466 rubles from the cash register. (11163 – 697).

According to Art. 133 of the Labor Code of the Russian Federation, the minimum wage must meet several mandatory conditions:

  • The minimum wage is uniform throughout the Russian Federation, that is, it is a federal and not a regional indicator;
  • in budgetary sectors, the minimum wage is paid at the expense of the budget of the appropriate level, and in other structures - at the expense of the employer;
  • the monthly salary of an employee of any level (not the rate or salary, but the salary taking into account incentives and compensation) has no right to be less than the legal minimum wage;
  • The minimum wage cannot fail to reach the subsistence level (today this condition is not met, so the minimum wage continues to gradually increase).

As Art. says 133 of the Labor Code of the Russian Federation, the minimum wage is fixed at the federal level. This means that it is impossible to set a payment less than the minimum wage.

But increasing this indicator is allowed at the level of constituent entities of the Russian Federation - as a result of the adoption of a regional regulatory act (Part 6 of Article 133 of the Labor Code of the Russian Federation). You can introduce your own regional minimum wage if a consolidating decision of the three branches of regional government is developed on this matter:

  • government of a constituent entity of the Russian Federation (territory, region, republic, city);
  • trade union association;
  • Federation of Employers (Union of Industrialists, Entrepreneurs).

The text of the agreement reached is published in the regional media, after which it comes into force: all employers in the region must pay their employees no less than the established wage. The employer has the right to try to justify its position of disagreement with the regional minimum wage within a month.

EXCEPTIONS! Regional minimum wages should not be applied by those organizations that are financed from the federal budget, that is, state and municipal institutions, as well as those that are independently funded.

If the salary of employees is less than the regional minimum wage, but higher than the federal minimum wage, then the salary will have to be revised upward to the minimum wage of the region, but only if the organization has joined the regional agreement on the minimum wage.

Regional executive authorities, in agreement with trade unions and employers, can introduce increased minimum wages in the region (Parts 1, 4 and 6 of Article 133.1 of the Labor Code of the Russian Federation). However, employee salaries need to be reviewed only if an increased minimum salary is established by a regional agreement.

All organizations in the region can join the regional minimum wage agreement, even if they did not participate in its conclusion. A proposal to join a regional agreement is officially published along with the text of the agreement. This is stated in Part 7 of Article 133.1 of the Labor Code of the Russian Federation.

If within 30 calendar days the organization does not send a written reasoned refusal, it is considered that it agrees with the regional agreement. Consequently, it will be obliged, from the moment of the official publication of the regional agreement, to establish a monthly salary for employees not lower than the regional minimum wage.

Back in 2012, the so-called May decrees were issued, according to which the salaries of doctors, teachers and scientists should gradually increase.

If their salary is less than the federal minimum wage, i.e. less than 9,489 rubles, then the difference must be paid by the budget of the Republic of Tatarstan (hereinafter - RT).

The minimum salary in Tatarstan, according to data for 2020, for the extra-budgetary sector is 10,126 rubles. When calculating this amount, the minimum consumer budget was taken into account.

The average salary in Tatarstan, according to data for 2020, was about 30 thousand rubles. Compared to 2020, salaries increased by 6%. In the Volga region, the Republic of Tatarstan is in second place in terms of average wages.

Salaries for public sector employees in Tatarstan were increased by 14%. The salaries of doctors have been increased. Health workers switched to a new remuneration system. Back in 2012, the so-called May decrees were issued, according to which the salaries of doctors, teachers and scientists should gradually increase.

Minimum wage: understanding the definition

Minimum wage (minimum wage) is a legally regulated amount of money by which monthly remuneration is regulated and below which it cannot be set by the employer.

What is the minimum wage used for?

The figures characterizing the minimum wage are important for every citizen of the Russian Federation, since they determine quite a few indicators in financial life.

Using this figure, the following economic indicators are regulated:

  • remuneration for hired personnel;
  • the amount of taxes, fees, fines, duties and other government payments;
  • accrual of disability payments, as well as maternity benefits;
  • assessment of pension rights;
  • other tasks of social insurance.

Minimum wage and domestic legislation

The amount of the minimum wage is regulated by the Government (President) of the Russian Federation and is indexed annually (usually this happens in January, but sometimes additional indexations are possible). Amendments are introduced by the State Duma and the Federation Council, and ratified by the President.

The initial minimum wage was prescribed in Federal Law No. 82 of June 19, 2000 “On the Minimum Wage,” which was later amended accordingly by law. The latest current regulatory act regarding the minimum wage was adopted on July 2, 2020 (Federal Law No. 164 “On Amendments to Article 1 of the Federal Law on the Minimum Wage”).

REFERENCE! The minimum wage, as a rule, changes on January 1 of each year, since the corresponding figure is included in the state budget. But changes in this value can also occur throughout the year, for example, in July.

The rules for regulating and operating the minimum wage for the working population of the Russian Federation are set out in Art. 133 of the Labor Code.

What will be affected by the change in the minimum wage from January 1, 2020?

The increase in the minimum wage established at the federal level in 2020 will be reflected primarily in the value of those parameters for which it is decisive (Article 3 of Law No. 82-FZ):

  • wages, if its size for a fully worked month with the fulfilled standard of work is less than the minimum wage;

  • social benefits (for disability, pregnancy and childbirth, child care), the minimum amount of payments for which depends on the value of the current federal minimum wage.

In addition, an increase in the federal minimum wage will lead to an increase in the minimum wage established at the regional level, since the regional indicator cannot be less than the current one at the federal level (Article 133.1 of the Labor Code of the Russian Federation). In those subjects of the Russian Federation where the minimum wage adopted at the regional level at the beginning of 2020 exceeds the new current federal value, this requirement is not necessary.

Characteristics of vacancies in the Republic of Tatarstan

At the beginning of 2020, the number of vacancies in the Republic of Tatarstan amounted to about 38 thousand places. The largest number of vacancies are open in such sectors of the economy as construction, manufacturing, transport, management and military security, and the social sphere. The most popular are:

In Russia they want to establish a new living wage

Now legislators are proposing a new living wage. The decline could be 4% due to a decrease in the cost of vegetables from the food basket during the last quarter of 2020.

The document already appeared on the legal information website on January 28, 2020. It is signed by Anton Kotyakov. At this time, the draft law is at the discussion level.

The initiators propose to reduce the cost of living by 432 rubles for the working population. This initiative is justified by the fact that the cost of food products that are taken for its calculation has decreased. For Russians, this is a “consumer basket”, where there is a food and non-food part.

Experts believe that formally the Ministry of Labor is right, since the price of a set of food baskets has decreased and the minimum basket has been recalculated. However, it is incorrect to take this into account when calculating such important indicators.
