Order of Rosstat dated July 22, 2019 No. 419 in Appendix No. 14 introduced a new form of form P-1.

FORM P-1
The procedure for filling out Form P-1 in statistics is given in the instructions of Rosstat Order No. 711 dated November 27, 2019 (hereinafter referred to as the Instructions).
There are few changes in the new P-1 form. They concern the list of those who must submit Form P-1 in 2020. We will provide the current list of respondents later in the article.
In addition, column D, where the OKEI product codes were indicated, was excluded from Section 5.
New form 1-T (statistics): sample filling and form
Form 1-T for statistics is one of the main tools with which information included in the statistical report is analyzed and monitors employment and working conditions of workers.

Current regulatory framework
By Order of Rosstat No. 404 of July 15, 2020 (hereinafter referred to as the Order), updated reporting forms for business entities in Form 1-T were approved for the implementation of federal statistical surveillance. Statistics provide three independent reports with a similar designation:
- 1-T on the number and wages of employees (Appendix No. 1 to the Order);
- 1-T (working conditions) on working conditions and compensation for preferential categories of workers (Appendix No. 2 to the Order);
- 1-T (GMS) – on the number and wages of government employees (Appendix No. 5 to the Order).
According to clause 1 of the above Order No. 404, the new edition of the forms comes into effect from the final report for 2020. You will find a list of reporting forms sent to Rosstat in our article.
What changed
In a literal sense, the new form of 1-T statistics, the form of which you can download below, has not changed fundamentally. A significant part of the updates are of a technical nature, but at the same time, a number of additional information items have appeared in the new form.
Let us define the amendments more specifically.
Form 1-T “Information on the number and wages of employees” (Appendix No. 1 to the Order):
- Line No. 14 “Unlisted employees” was excluded from the previously valid form;
- The procedure for indicating information on the accrued wage fund has been changed. Previously, this data was reflected in two columns - for payroll employees and external part-time workers. Now the information is indicated in more detail, in four columns:
- total amount of accrued wages for the enterprise (column 2),
- the amount of wages accrued to employees on the payroll /excluding external part-time workers/ (column 3),
- the amount of salary accrued to external part-time workers - filled in if there are any at the enterprise (column 4),
- the amount of wages accrued to persons not on the payroll and those who performed work under GPC contracts (column 5).
- The submission deadline for this statistical report has been changed. Previously, it was submitted to Statistics no later than January 20; now the deadline for its submission is January 30 after the reporting period.
Form 1-T of occupational statistics (working conditions) (Appendix No. 2 to the Order):
- The positioning of the list of respondents who must submit this report to the statistical authorities has changed. Previously, it was indicated in paragraph 1 of the explanations on the formation of a statistical report, now it is included in the header of the report form;
- The deadline for submitting the report has been changed. The previous requirement was “January 21 after the reporting period.” Now the more specific wording “January 21” has been applied.
Who takes 1-T statistics
The obligation to submit a 1-T report to Rosstat is assigned to all legal entities that did not submit form P-4 to statistics in the reporting year. The exception is small businesses - they are exempt from submitting this type of statistical reporting. Let us remind you that these include business entities that:
- the average headcount for the previous reporting period did not exceed 100 people (and for microenterprises this figure was reduced to 15 people);
- annual income amounted to no more than 800 million rubles. (for microenterprises – 120 million rubles).
Features of report generation
Filling out the 1-T statistical report form does not cause any particular difficulties. However, let us note the main points of the formation of the 1-T form (number and salary of employees):
- The average number of personnel in column 1 is indicated without taking into account external part-time workers and persons working under civil servants' agreements. It is determined by summing the average number for each month of the reporting year and dividing the resulting value by 12.
- The wage fund accrued for the reporting period is indicated in column 2 as the total amount for the company, and in columns 3, 4, 5 with a breakdown by group of employees. Includes both monetary and other types of remuneration for work, additional payments, allowances, compensation, bonuses (including one-time payments), systematic payments for food and accommodation.
- Column 6 indicates social payments not related to benefits from extra-budgetary funds (for treatment, recreation, travel, etc.).
- In column “A” on lines 03-10, the information indicated in line “01” is deciphered by type of activity (in the same order). The type of activity is prescribed according to OKVED codes.
Form 1-T statistics: filling out and submitting a report
The 1-T statistical report can be generated by the responsible person manually or using a computer.
Submitting a report to the statistical authorities of the region where the business entity is registered can be done in the following ways:
- upon a personal visit by the inspector;
- using electronic communication systems (in this case, the document must be certified with a verified electronic signature);
- by sending a valuable letter by Russian Post with an inventory and notification.

Current dates in 2020 for passing P-1
The deadline for submitting Form P-1 is indicated on its title page. The form is monthly and must be submitted every month – on the 4th working day after the end of the reporting period.

Form 57 t in 2020: who submits it and how to fill it out
Rosstat systematically collects data on the level of income of the population. Among the numerous forms and reports, a new one was introduced - form 57. This format is submitted to Rosstat only once every two years. Moreover, reporting companies are determined shortly before the date of provision. We will look into who is required to report on Form 57 and how to fill out the form correctly in the article.
Fill out the current report form. If you use an outdated form, Rosstat representatives may refuse to accept reports.
Statistical report 57: who passes
All Russian organizations that were included in the special Rosstat sample are required to submit information on Form 57-t. The list of accountable persons is indicated in the rules for drawing up the form.
The categories of persons who are exempt from providing information were separately noted. These include:
- Small businesses.
- Companies operating in the field of finance and insurance.
- State security and government agencies.
- Public organizations and extraterritorial entities.
All other companies that were not included in the list of lucky winners are required to report. Reporting will have to be compiled not only for the head office, but also for separate divisions, representative offices and branches.
You can check which forms of statistical observation your organization must submit on the official Rosstat website. No special registration is required. It is enough to enter only one company details (IIN, OKPO or OGRN) and indicate the verification code. The site allows you to get not only a list of forms, but also download current forms.
Form and structure of the report
A new form has been approved for 2020. But the report format differs little from the abolished form. The new format 57 is fixed by Rosstat Order No. 404 dated July 15, 2019. The adjustment affected the title page of the reporting. Officials have updated the name. But the tabular part and the rules for its compilation remain unchanged.

The structure of form 57-t consists of two sections, in addition to the title page:
- The first section of information reveals information about the number of employees working in the company.
- Section No. 2 of the reporting discloses data on the amount of wages of individual employees of the reporting company.
The information is necessary for Rosstat to analyze the income of the population by position and profession. It is these data, coupled with indicators from other statistical reports, that become the basis for calculations and economic analyses.

Who reports and how according to the new form
Filling rules
We start with the title page. Here we indicate the name of the organization required to submit statistical information. We enter the postal address as well as the zip code. Below, in the appropriate field, indicate OKPO.
Section No. 1
The first table is filled out on the basis of the P-4 report for the corresponding period. The report is prepared for October of the reporting year. Therefore, the data in the first table must completely coincide with report P-4. Please note that directly below the table there is a cheat sheet for compilation. Distribute the data from the first tablet between men and women.
In the second table we distribute the company's employees by category. We include only representatives of the payroll in the calculation. But there is no need to include external part-time workers in the plate. Distribution by job categories is based on the company’s staffing table. Use the provisions of the Decree of the State Standard of Russia dated December 26, 1994 No. 367.
The third plate is intended to determine the number of workers included in the sample. For example, if the average number of employees is below 49 people, then it is enough to decipher the salary information for only 8 employees. The procedure for selecting employees is set out in clause 8 of the Instructions for filling out.
Section No. 2
The second section is one table, in which expand the information one by one:
- name of the position, profession of the specialist included in the sample;
- profession code in accordance with OKPDTR;
- a code characterizing the gender of a particular specialist;
- employee's year of birth;
- code indicating the employee’s level of education;
- work experience in a specific company;
- decoding of payroll;
- hours worked in October of the reporting year;
- personnel category code.
All ciphers and codifiers are decrypted in the header of the table. This will prevent you from getting confused when compiling statistical form 57.
The completed report must be signed by the responsible employee. For example, an accountant or a company manager. Next to it is your email address and contact phone number. The date the report was completed is indicated.
Submission deadline and responsibility
Reports must be submitted to Rosstat no later than November 29 of the reporting year. For example, when preparing a report for October 2020, the deadline for submission is November 29, 2019.
You can report on paper. For example, by submitting the form in person to the territorial office of Rosstat. Submission in electronic form is also permitted.
The company will be seriously punished for failing to submit Form 57. Administrative liability is provided under Art. 13.19 of the Code of Administrative Offenses of the Russian Federation in the form of a fine of 20 to 70 thousand rubles per legal entity. For a repeated violation, the fine will double. The company can be fined up to 150 thousand rubles.

What is included in form P-1
The P-1 statistics form, as its name suggests, summarizes the data in value terms by quantity:
- shipped goods of non-own production;
- manufactured products;
- services provided.
The data is for the reporting month and the previous month. That is, you can see the dynamics of growth or decline in the short term.

If an organization is required to report on Form P-1, but there is no data to fill out, it is still necessary to submit the form. In this case, only the title page will be completed. The remaining sections are handed in blank.

This year, changes related to the submission of statistical reporting came into force. First of all, we are forced to talk about these innovations by the amendments made to Article 13.
19 of the Code of Administrative Offenses of the Russian Federation, which significantly increased penalties for failure to provide primary statistical data.
However, this article has undergone changes not only in the amount of responsibility, but also in its other wording, which we will talk about in this article.
In addition, from January 1, 2020, the statistical reporting forms themselves were updated. Thus, by Order of Rosstat dated October 26.
2015 No. 498 approved Instructions for filling out federal statistical observation forms No. P-1 “Information on the production and shipment of goods, No. P-3 “Information on the financial condition of the organization,” No. P-4 “Information on the number and wages of employees,” No. P-5(m) “Basic information about the organization’s activities.”
What has changed in Article 13.19 of the Code of Administrative Offenses of the Russian Federation
First of all, it should be noted that even the title of the article has changed. In particular, instead of “violating the procedure for presenting statistical information,” an administrative fine is now imposed for “failure to provide primary statistical data.” But the changes don’t end there, so let’s look at all the amendments made to Article 13.19 of the Code of Administrative Offenses of the Russian Federation.
Respondents
The list of persons who are respondents by virtue of clause 2 of Art. 6 of Federal Law No. 282-FZ “On official statistical accounting and the system of state statistics in the Russian Federation” includes:
- legal entities created on the territory of the Russian Federation;
- state authorities and local governments;
- branches, representative offices and divisions of foreign companies operating in the Russian Federation;
- citizens of the Russian Federation;
- foreign citizens and stateless persons located on the territory of the Russian Federation;
- individual entrepreneurs.
Primary statistics
In accordance with paragraph 7 of Art.
2 of Federal Law No. 282-FZ “On official statistical accounting and the system of state statistics in the Russian Federation”, primary statistical data means documented information according to the forms of federal statistical observation received from respondents, or information documented directly in the course of federal statistical observation.
All statistical data must be submitted strictly according to forms approved by Rosstat.
In accordance with the requirements of the Regulations on the conditions for mandatory provision of primary statistical data and administrative data to subjects of official statistical accounting, approved by the Decree of the Government of the Russian Federation of August 18.
2008 No. 620 (hereinafter referred to as the Regulations), the address to which the form should be sent, as well as the period and deadline for submitting reports are reflected on the statistical reporting forms themselves. The head of the organization must appoint officials authorized to present statistical information on behalf of the organization.
All necessary information on submitting statistical reports, as well as the forms themselves, can be found on the official website of Rosstat at: https://www.gks.ru/.
But those who have already dealt with statistical reporting know that it is quite difficult to independently understand the list of forms required for submission.
Indeed, at the moment, more than 200 forms of statistical reporting have been approved; of course, not all of them are required to be submitted, but this is where the difficulty lies in choosing the forms that need to be submitted by your organization, taking into account the specifics of its activities.
If you have difficulties determining the scope of those forms of statistical reporting that need to be submitted specifically to your organization, then I advise you to use paragraph 4 of the Regulations, according to which statistical bodies are obliged to inform free of charge (including in writing) respondents about the federal statistical survey being carried out in relation to them. observations on specific forms of federal statistical observation, mandatory for submission.
Thus, by writing a corresponding request to the statistics agency and receiving a response (preferably in writing), you will protect your company from possible claims for failure to fulfill the obligation to submit certain forms of statistical reporting. It is better to be sure of the completeness of the statistical forms submitted by your organization, because the sanctions provided for in Art. 13.19 of the Code of Administrative Offenses of the Russian Federation are subject to application in relation to each form that the organization is required to submit.
With the development of electronic document management in our country, it has already become traditional that you can submit statistical reporting in the form of an electronic document signed with an enhanced qualified electronic signature.
Composition of an administrative offense
Administrative responsibility is provided for:
1. Failure to provide primary statistical data in the prescribed manner.
2. Late submission of statistical data.
3. Presentation of unreliable statistical data.
Regarding the unreliability of data, it is necessary to clarify that in accordance with clause 6 of the Regulations, the presentation of unreliable primary statistical data means their reflection in federal statistical observation forms in violation of instructions for filling them out, arithmetic or logical errors.
The unreliability of primary statistical data can be revealed both by the statistical body itself (in this case, it will have to notify the respondent about the identified distortion in writing) and by the respondent. If the organization itself has identified inaccuracies, then corrected statistical data must be submitted within three days from the date the error was discovered.
By the way, the same period is given to the respondent to correct errors identified by the statistics body upon receipt of the notification. You can correct identified distortions by submitting corrected statistical reporting forms or by submitting the necessary clarifying explanations.
If an organization submits corrected forms, a covering letter containing the rationale for making the corrections is attached to the statistical report.
Amount of administrative fine
Before amendments to Art. 13.19 of the Code of Administrative Offenses of the Russian Federation, violation of the procedure for submitting statistical reports, as well as the submission of false information, was punished in the amount of 3,000 rubles. up to 5000 rub.
However, with amendments to Federal Law No. 442-FZ dated December 30, 2015 “On Amendments to Article 13.19 of the Code of the Russian Federation on Administrative Offenses,” the level of liability for the relevant offenses has increased significantly.
Now, failure to submit primary statistical data in the prescribed manner or untimely submission of this data, or submission of unreliable primary statistical data entails the following fines (Part 1 of Article 13.19 of the Code of Administrative Offenses of the Russian Federation):
- for officials - from 10,000 rubles. up to 20,000 rubles;
- for legal entities - from 20,000 rubles. up to 70,000 rub.
In case of repeated commission of such an administrative offense (Part 2 of Article 13.19 of the Code of Administrative Offenses of the Russian Federation):
- for officials - from 30,000 rubles. up to 50,000 rubles;
- for legal entities - from 100,000 rubles. up to 150,000 rub.
Inspectors from the State Statistics Committee are authorized to hold people accountable for failure to provide statistical data. In addition, keep in mind that in accordance with Art. 3 of the Law of the Russian Federation of May 13.
1992 No. 2761-1 “On liability for violation of the procedure for submitting state statistical reporting”, the organization will be obliged to compensate the statistical authorities for damage that arises in connection with the need to correct the results of consolidated reporting when presenting distorted data or violating the deadlines for submitting reports.
Review of new forms of statistical reporting
New forms of statistical reporting were approved by the following orders of Rosstat:
- dated July 15, 2015 No. 320 “On approval of statistical tools for organizing federal statistical monitoring of the activities of enterprises” (form No. P-1). The monthly form is required to be submitted for all legal entities engaged in the production of goods and provision of services (except for small businesses, banks, insurance and other financial and credit organizations), the average number of employees of which over the previous year exceeded 15 people. Submitted no later than the 4th day after the reporting period;
- dated July 17, 2015 No. 327 “On approval of statistical tools for organizing federal statistical monitoring of construction, investments in non-financial assets and housing and communal services” (Form No. P-2). The quarterly form is required to be submitted for legal entities engaged in all types of economic activities (except for small businesses). Submitted no later than the 20th day after the reporting period;

How to fill out form P-1
Let's look at what data needs to be entered into the sections of form P-1. We will give only general cases. In more detail, what exactly needs to be indicated in a particular line, depending on the type of activity of the organization, can be read in the Instructions we mentioned at the beginning of the article.
Title page
The title must always be presented to everyone who is a respondent to Form P-1.
In the first sheet of form P-1, the fields traditional for statistical reporting must be filled out:
- name of the reporting month;
- name of the company submitting the report;
- postal address of the company;
- OKPO.
Section 1
The amounts of Section 1 of form P-1 are indicated in thousands of rubles, excluding VAT, excise taxes and other similar payments.
The data is filled in two columns - for the reporting month (column 1) and for the previous month (column 2).
Line 01 is intended to reflect shipped goods of own production.
This line doesn't show:
- targeted financing of the founder for the maintenance of the organization and the conduct of statutory activities - for NPOs;
- products of own production used for domestic consumption.
Lines 11 and 12 are extracted from line 01:
- goods, works, services that can be classified as innovative (line 11);
- goods related to nanotechnology (line 12).
Products are considered shipped, the fact of sale of which is confirmed by documents - a bill of lading, a certificate (for services). That is, data is entered into the report according to the documents, and not the fact of receipt of money for the shipped goods. We can say that the accrual method is used here.
What is Form 1-enterprise about?
In this statistical form, companies collect information for the whole year. It includes information on the legal entity as a whole, that is, with all branches and divisions, regardless of their location. The form is quite voluminous, and you will have to spend time filling it out.
In total, 1-enterprise includes nine sections and a title page. It needs to talk about the distribution and formation of the authorized capital, the organizational structure of the legal entity, types of economic activities, production and sale of goods, works and services and interaction with third parties.
Most of the form lines are self-explanatory. If you have difficulty understanding the meaning of the lines, you can use the instructions for the form.
It is convenient to fill out the form using an analysis of accounting accounts with a breakdown of cost items.
It is important that the data for the previous year reflected in the form must match the data in the previous year's form. An exception is if the company was reorganized or the methodology for generating indicators changed. Other cases of discrepancies need to be clarified.
Instructions for filling out the form
Who should submit report No. 1-DOP?
A report on Form No. 1-DOP “Additional education and sports training for children” must be provided by all legal entities of all forms of ownership and departmental affiliation that carry out educational activities on additional general education programs for children on the basis of a license for
- “implementation of additional general education programs - additional general developmental programs”,
- for the “implementation of additional general education programs—additional pre-professional programs.”
This includes the following organizations:
- organizing additional education for children,
- preschool educational organizations,
- educational organizations,
- professional educational organizations,
- educational organizations of higher education,
- organizations of health care, social services, science, culture, and other organizations.
This also includes all private children's educational institutions such as “Razvivayka”, “Montessori Club”, private sports clubs for children, etc.
If an organization has separate divisions, then a report in the form must be provided both for each division and for this legal entity without these separate divisions.
What does separate division mean?
A separate division of an organization is any division territorially isolated from it, at the location of which stationary workplaces are equipped. Recognition of a separate division of an organization as such is carried out regardless of whether its creation is reflected or not reflected in the constituent or other organizational and administrative documents of the organization, and on the powers vested in the specified division. In this case, a workplace is considered stationary if it is created for a period of more than one month.

E-learning (line 10) is understood as the organization of educational activities using the information contained in databases and used in the implementation of educational programs and the information technologies, technical means that ensure its processing, as well as information and telecommunication networks that ensure the transmission of this information via communication lines, interaction students and teaching staff. Distance educational technologies (line 10) mean educational technologies implemented mainly using information and telecommunication networks with indirect (at a distance) interaction between students and teaching staff (Clause 1, Article 16 of the Federal Law of December 29, 2012 N 273-FZ “ On education in the Russian Federation").
